About 5.2 billion rubles have been allocated in the federal budget for the development of AI technologies for the next year, Prime Minister Mikhail Mishustin said on September 26 during a strategic session on the development of artificial intelligence. At the same time, only 11.7% of enterprises have approved a strategy for the development and application of AI, according to the report "Index of readiness of priority sectors of the Russian economy for the implementation of AI", prepared by the Analytical Center under the Government of the Russian Federation.
An important condition for the dynamic and at the same time safe development of the AI industry is standardization, Deputy Prime Minister Dmitry Chernyshenko said earlier in an interview content writing service with KP. Many companies ask themselves: why can’t a government agency be created based on the “single window” principle, which would speed up decision-making at the level of an interdepartmental commission?
“We have already declared the proposal to create a single body in the executive branch responsible for the development of the digital economy more than once, and even once prepared a corresponding letter together with the Association of Russian Developers and Manufacturers of Electronics (ARPE),” Valentin Makarov, President of NP RUSSOFT, told RSpectr.
In his opinion, in the new technological order, the IT industry, including the hardware segment, is a key instrument for the digital transformation of the global and Russian economy, requiring priority attention from the state.
The issue of institutional interaction between government agencies and the IT market is extremely important, says Dmitry Komissarov, founder of MyOffice.
"With a government agency making decisions, it would not be superfluous to have an advisory council of experts that would accumulate interdepartmental issues and help participants in various IT segments in solving them. What form a "single window" for interaction with the market could take is something that all parties in the process should think about," Dmitry Komissarov shared his views with RSpectr.
He also noted that today there is a practice of expert councils at ministries, but their work often depends on the policy of the minister himself. For example, now at the Ministry of Digital Development, it works well, especially the council at the register of domestic software has proven itself, the expert gave an example.
"Today, the Ministry of Digital Development performs the functions of a "single window" for software vendors. Separate committees and departments within the agency regulate the relationship between developers and the state, but their decisions are only advisory in nature," Vasily Guryev, director of the IT infrastructure management company Inferit ITMen, noted in an interview with RSpectr.
